Directs the Secretary of the Interior to manage the Area in a manner that conserves, protects, and enhances its resources and values, and to allow only such uses of the Area that will further such purposes. Directs the Secretary to develop and implement a comprehensive management plan for the long-term management of the Area. Authorizes the Secretary to acquire for the Area surrounding lands owned by the State of Arizona or private individuals. What happened after enactment?

Dated agency-reported implementation and uptake measures are shown with their scope. They do not by themselves establish causal success. If no evidence is listed, the outcome is not established.
