The bill, briefly

Indian Financing Act Amendments of 2002 - Amends the Indian Financing Act of 1974 to increase from $100,000 to $250,000 the amount of Bureau of Indian Affairs (BIA) insured loans a lender can offer to a borrower. Permits the development of a secondary market in guaranteed or insured loans made under such Act through loan transfer. Authorizes loan transfer (currently limited to sale or assignment), in whole or in part, both guaranteed/insured and unguaranteed/uninsured portions. Requires that the Secretary of the Interior be notified of such transfers. Allocates responsibility on the loan agreement, for servicing, and as the secured creditor of record after such transfers according to whether such portion/loan is guaranteed/insured or unguaranteed/uninsured. Pledges the full faith and credit of the United States behind loan guarantees and loan insurance made under this Act. Requires the Secretary to provide for the central registration of transferred loans/loan portions through a fiscal transfer agent. Permits pooling of such transferred loans/loan portions.

What happened after enactment?

Dated agency-reported implementation and uptake measures are shown with their scope. They do not by themselves establish causal success. If no evidence is listed, the outcome is not established.

Measured outcome: not established

Enactment alone does not show whether a law improved its intended outcome. We need a dated evaluation, observed result or verified implementation record before claiming success or failure.
