The bill, briefly
(This measure has not been amended since it was passed by the Senate on December 20, 2010. The summary of that version is repeated here.) Predisaster Hazard Mitigation Act of 2010 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to: (1) increase the amount guaranteed to each state under the predisaster hazard mitigation program to $575,000; (2) require the President to award financial assistance under the program on a competitive basis; (3) eliminate the current termination date for such program (September 30, 2010); and (4) authorize appropriations for the program through FY2013. Prohibits the use of program funds for congressionally directed spending. Directs the Administrator of the Federal Emergency Management Agency (FEMA) to submit to Congress a certification regarding whether all financial assistance under the program was awarded in accordance with such Act.

What happened after enactment?
Dated agency-reported implementation and uptake measures are shown with their scope. They do not by themselves establish causal success. If no evidence is listed, the outcome is not established.
Measured outcome: not established
Enactment alone does not show whether a law improved its intended outcome. We need a dated evaluation, observed result or verified implementation record before claiming success or failure.
