The bill, briefly
Congressional Accountability Act of 1995 Reform Act This bill amends the Congressional Accountability Act of 1995 (CAA) to revise dispute resolution procedures, expand CAA protections, apply the CAA to additional individuals and offices, rename the Office of Compliance as the Office of Congressional Workplace Rights (OCWR), and revise requirements for the OCWR. TITLE I--REFORM OF DISPUTE RESOLUTION PROCEDURES Subtitle A--Reform of Procedures for Initiation, Preliminary Review, and Resolution of Claims (Sec. 101) The bill revises administrative and judicial dispute resolution procedures for certain claims by employees alleging that employing offices have violated their CAA rights and protections, including protections against sexual harassment. Claimants who do not meet those criteria must be notified by the hearing officer that they may file a civil action in a U.S. district court within 90 days. What happened after enactment?
Dated agency-reported implementation and uptake measures are shown with their scope. They do not by themselves establish causal success. If no evidence is listed, the outcome is not established.
Measured outcome: not established
Enactment alone does not show whether a law improved its intended outcome. We need a dated evaluation, observed result or verified implementation record before claiming success or failure.
