Interior must also grant to the county, the city, and association such rights-of-way on public lands as may be necessary to support the development of the industrial park as a heavy use industrial zone. (Currently, Interior may grant the rights-of-way to the county.) The act also requires that the withdrawal of the transferred lands within the Apex Site from all forms of entry and appropriation under the public land laws (e.g., leasing the land for minerals) continue in perpetuity. What happened after enactment?
Dated agency-reported implementation and uptake measures are shown with their scope. They do not by themselves establish causal success. If no evidence is listed, the outcome is not established.
Measured outcome: not established
Enactment alone does not show whether a law improved its intended outcome. We need a dated evaluation, observed result or verified implementation record before claiming success or failure.
