This act provides that rental fees charged by a school district for the use of school district property shall not exceed the hourly rate of personnel, equipment, utility and supply costs actually incurred by the district for use of the property. School districts shall provide, upon request, itemized statements identifying the district's personnel, equipment, supply and utility costs incurred not more than fifteen (15) days after the request for an itemized statement. School districts shall not require the renting entity to be a nonprofit organization or have any other specific corporate status. This act has an applicability section that indicates that the act shall not be construed to impair any contract or agreement entered into before July 1, 2026.
Establishes the Wyoming Language and Literacy Program to ensure comprehensive language and literacy instruction for students in kindergarten through grade twelve. Defines key terms and components related to language and literacy. Requires school districts to adopt and implement comprehensive language and literacy plans. Mandates the creation of individualized reading plans for students identified with reading difficulties or at risk for poor reading outcomes. Specifies professional development requirements. Requires annual reporting by school districts on student literacy proficiency and instructional practices to the Department of Education. This act authorizes the Department of Health to contract with counties to reimburse county jails for any security, examination or treatment of an accused person that a county jail provides while the accused person waits for evaluation at the state hospital. Comments: Requires the Department of Health to report to the Joint Judiciary Interim Committee by October 1, 2027 on the designation of county detention facilities and the utilization and implementation of contracts created pursuant to this act.
This act regulates the preparation, distribution, delivery, advertisement, display, packaging and sale of kratom products. Any person who violates this act is subject to criminal penalties. The state chemist is authorized to analyze kratom products to determine whether this act is being complied with. Any retailer who violates this act for a third or subsequent time in a two (2) year period will be subject to the civil injunction. A criminal fine will not be imposed against a retailer for a first offense if the retailer adopts a written policy against selling kratom products to persons under age twenty-one (21) and requires employees to follow the policy. The Department of Health is authorized to ensure retailer compliance with this act, including inspections done in conjunction with law enforcement. This act provides appropriations to the Department of Health and Department of Agriculture. The Department of Health and Department of Agriculture are authorized to promulgate all rules necessary to implement this act.
This act increases the Medicaid reimbursement rate for emergency medical services provided by ground ambulance service providers to one hundred percent (100%) of the current Medicare rate. The Department of Health is required to develop enhanced Medicaid rural and super-rural fee schedules for emergency medical services provided by ground ambulance service providers. This act requires the Department of Health to report to the Joint Appropriations Committee and the Joint Labor, Health and Social Services Interim Committee regarding the additional costs incurred by the increased reimbursement rates. This act provides an appropriation for purposes of increasing the reimbursement rates. Comments: Requires a report to the Joint Appropriations Committee and the Joint Labor, Health and Social Services Interim Committee on or before October 31, 2027.
This bill requires the State Engineer to conduct a groundwater study at least once every ten (10) years in counties with designated groundwater control areas or where the state engineer has ordered corrective controls. The study shall assess the effects of corrective controls, the recharge of the aquifer compared to consumption from the aquifer and shall determine the impacts of future development on the aquifer. The study may include mapping, modeling and drilling of monitoring wells as part of the study. Requires public reporting of study results and submission of a report to the Joint Agriculture, State and Public Lands and Water Resources Interim Committee within sixty (60) days of completion of the study. Appropriates funds to the State Engineer's Office for the initial study and requires the initial study to be completed not later than June 30, 2030. Comments: Requires a report to the Joint Agriculture, State and Public Lands and Water Resources Interim Committee not later than sixty (60) days after the study is completed.
This act authorizes the Department of Transportation to use third party providers to provide specified driver's license and motor vehicle services. This act creates a motor vehicle division partner program to allow third party providers to conduct these services. This act requires the Department of Transportation to promulgate rules to implement this act.
Under existing law, the Wyoming Gaming Commission issues permits for simulcasting of pari-mutuel wagering, which includes historic horse racing terminals, subject only to approval by the board of county commissioners. This act requires approval by the city, town or county where the simulcasting facility will be located before issuance or renewal of a simulcasting permit, and authorizes review and objection by overlapping local governments. This act establishes application requirements for simulcasting permits and requires public notice and a hearing before a local approving authority may approve or deny an application. This act authorizes local governments to impose reasonable conditions on approval and provides requirements for denial, renewal and revocation of approval. This act authorizes appeals of permit denials or revocations to a district court under specified conditions. This act provides that existing simulcasting permit holders may continue operations through December 31, 2027, after which they are subject to the requirements of this act.
